Description
Position Description " The Applications Specialist Senior/Lead provides administration, configuration, Tier 2 & 3 level support and maintenance of the Accela Civic Platform enterprise application. This position will interact directly with internal and external stakeholders to provide a high level of service and application availability. " Performs technical work of considerable difficulty in planning, coordinating and executing application activities and projects that directly affect the day to day operations of the business. " Keeps all assigned enterprise applications operational, up-to-date and optimized by recommending and drafting standards, policies and procedures that promotes a sustainable enterprise application environment. " Performs application maintenance and updates as specified by vendors and industry standards; work includes use of a variety of management, development and support tools for the various enterprise applications. " Performs implementations, configuration, enhancements, modifications and documentation for permit and licensing applications. " Provides support functions and issue resolution for existing enterprise level applications through effective communication orally and/or in writing. " Elicits and analyzes requirements of relevant application and project work by participating in design sessions with stakeholders, project managers, business analysts and team members. " Creates knowledge base articles describing troubleshooting steps and procedures. " Provides training on application enhancements, configuration, modifications, integration, new features application, and best practices. " Performs special projects, including system integration, software development, workflow configuration, application configuration and application upgrades. " Analyzes and resolves performance problems including application, database and system related issues. " Demonstrates experience in project management, managing third-party vendors, and results-oriented collaboration among project stakeholders. " Establishes and maintains working relationships with employees, agencies, vendors, industry experts and the public in a lead role. " Knowledge of the principles, techniques, and methodologies of quality management, application support and customer support
Skills Required " Extensive, demonstrable experience with JavaScript (5+ years), Microsoft SQL Server management, troubleshooting and SQL optimization techniques. " Experience in current versions of Microsoft SQL Server including T-SQL, SSRS and SQL Server Integration Services. " Working knowledge of Accela: o Accela Civic Platform Administration o Accela Civic Platform Event Manager Scripting o Accela Ad Hoc Reporting " Working knowledge of Microsoft Team Foundation Server (TFS) and/or Azure Dev Server
Skills Preferred
Experience Required " Six (6) years of professional-level application administration and support experience. " Extensive, demonstrable experience with JavaScript (5+ years), Microsoft SQL Server management, troubleshooting and SQL optimization techniques. " Experience in current versions of Microsoft SQL Server including T-SQL, SSRS and SQL Server Integration Services. " Three (3) or more years in database and file management techniques. " System configuration and implementation, troubleshooting complex application, integration and performance issues, conducting root cause analysis and providing solutions that minimize the impact to the business.
Experience Preferred Direct configuration and support experience for Accela Land Management 7, 8 or 9 " Providing direct Tier 2 & 3 customer support and end user training; planning, organizing, and/or managing projects
Education Required HS Diploma or GED
Education Preferred Bachelor's degree in Computer Science, Information Systems, or related field
